Why Most Data Transformations Fail (It's Not the Tech)
The real blockers are organizational, not technical
Every failed data transformation tells the same story. The project starts with a grand vision and a flurry of activity. We buy the best-in-class tools, we hire expensive consultants, we build a gleaming new data stack on a modern cloud platform. We talk about architecture, about platforms, about a single source of truth.
And then, a year or two later, we find ourselves right back where we started: with a beautiful, expensive system that no one really uses, and a set of dashboards that serve more as corporate decoration than as tools for decision-making.
The post-mortem is always the same. We blame the technology. The platform was too complex. The integration was harder than expected. The tools weren’t a good fit for our use case.
But this is a comforting lie. We don’t lose these projects on the technology. We lose them long before the first line of code is written. We lose them in the unspoken assumptions, the misaligned incentives, and the organizational antibodies that reject any real change to the status quo.
Data transformations fail because of what they reveal about the organization itself. They expose the fault lines in our decision-making processes, the ambiguity in our ownership structures, and our deep-seated institutional fear of uncertainty. The technology is just the stage on which this organizational drama plays out.
One of the most common failure modes is what I call “report fetishization.” In many organizations, the primary function of data is not to inform decisions, but to provide a sense of security. A detailed report, a polished dashboard, a thick slide deck—these are artifacts of diligence. They are proof that we have done our homework. They are an emotional safety blanket, a way of signaling to ourselves and to others that we are in control.
The problem is that the report itself becomes the goal. We spend millions of dollars building a data pipeline to produce a set of KPIs that no one ever acts on. The data is “used” in the sense that it is displayed, but it does not change behavior. The dashboard is a performance, not a tool.
This is closely related to another organizational pathology: decision avoidance. In a culture that is afraid of making the wrong choice, data is often used not to clarify a decision, but to postpone it. We ask for more data, or form a committee. This isn’t a genuine search for truth; it’s a tactic for diffusing responsibility. If the decision is never made, it can never be wrong. The data stack, in this environment, becomes a sophisticated engine for generating plausible excuses. It provides the raw material for endless deliberation, but it rarely leads to conviction.
Underlying both of these behaviors is a fundamental misunderstanding of what it means to be “data-driven.” We have come to believe that being data-driven means having all the answers, that it means eliminating uncertainty. But the opposite is true. A genuine data-driven culture is one that is comfortable with uncertainty, one that is willing to make a decision based on the available evidence, and one that is prepared to be wrong. It is a culture that treats data not as a source of definitive answers, but as a tool for sharpening judgment and testing assumptions.
This requires a kind of organizational vulnerability that most companies are not prepared for. It requires leaders who are willing to say, “Here is what I believe to be true. Here is the data that supports that belief. And here is what would have to be true for me to change my mind.” It requires a culture where it is safe to be wrong, where failed experiments are seen as learning opportunities, not as career-limiting mistakes.
So what can leaders who are serious about data transformation actually do? They can start by shifting their focus from the technology to the organizational operating system. Clarify ownership—who is actually responsible for making a decision based on the data? If the answer is “a committee,” you have a problem. There must be a single point of accountability. Reward decisions, not just analysis. Is your incentive structure geared toward producing reports or toward making better choices? Are you promoting the people who write the most detailed slide decks or the people who make the tough calls? Make assumptions explicit. Every strategic decision is based on a set of beliefs about the world. Are those beliefs written down anywhere? Are they debated? Are they tested? Or are they just unspoken, institutionalized dogma? Embrace uncertainty. Stop asking your data team for “the answer.” Start asking them for a range of possible outcomes, for a clear-eyed assessment of the uncertainty, and for the key drivers of that uncertainty.
Transformation is not a technical project; it is an embodied practice. It is about changing the way people think, the way they interact, and the way they make decisions. The data stack is a powerful tool, but it is only a tool. It can amplify the existing culture, or it can help to change it. But it cannot, on its own, solve the deep-seated organizational pathologies that prevent most data transformations from ever succeeding. The real work is not in the cloud; it is in the conference room. It is in the difficult, messy, and profoundly human work of building an organization that is not just data-rich, but also brave enough to think.

Martha Dacombe flips the usual narrative: instead of urging the state to build more AI applications, she argues that the real leverage lies in what only government can do—mandate interoperability, break departmental silos, and invest in shared data infrastructure.
